Meet our board

Pension Corporation is governed by a board of directors that oversees our work. The College, Municipal, Public Service and Teachers' pension plan boards each directly appoint two members to the board of directors – a plan member representative and a plan employer representative.

Weldon Cowan, Chair

Weldon was appointed to the board in 2011 by the College Pension Board of Trustees. He taught French immersion science at the secondary level for 17 years before accepting a staff position at the BC Teachers' Federation in 2000. In March 2005 he became a staff representative for the Federation of Post-Secondary Educators of BC, which appointed him to the College Pension Board of Trustees in September 2005.

Mary Procter, Vice Chair

Mary was appointed to the board in 2015 by the Municipal Pension Board of Trustees. She is vice-president of finance & planning at Providence Health Care and has over 25 years of health-care experience. Mary has a bachelor of commerce degree, a master’s degree in leadership and is a certified management accountant. She has been a member of the Municipal Pension Board of Trustees since October 2009.

Carl Fischer

Carl was appointed to the board in 2007 by the College Pension Board of Trustees. He is the executive director of Financial Reporting and Advisory Services for the provincial Ministry of Finance. Carl has been a member of the College Pension Board of Trustees since December 2007.

Brad Underwood

Brad was appointed to the board in January 2018 by the Teachers’ Pension Board of Trustees. Over the last decade, Brad has worked in several areas of government, developing expertise in economic and fiscal policy, labour relations, income security and pensions. He currently works in the Public Sector Employers’ Council Secretariat as director of pensions supporting the minister of finance in the role of government pension partner.

Dale Lauber

Dale was appointed to the board in 2004 by the Teachers’ Pension Board of Trustees. After 25 years as a teacher and serving local unions on bargaining committees, Dale worked as a staff officer for the British Columbia Teachers’ Federation from 1990 until his retirement in 2006. He has been working in bargaining and benefit administration, including pensions, since 1996 and has been a member of the Teachers’ Pension Board of Trustees since April 2001.

John Mazure

John was appointed to the board in 2011 by the Public Service Pension Board of Trustees. He has been a member of the board since April 2008. John has a background in economics and financial management and is the assistant deputy minister and general manager of the Gaming Policy and Enforcement Branch of the Ministry of Finance. He has a master’s degree in applied economics and holds a bachelor of science in mathematics.

David Vipond

David was appointed to the board of directors by the Public Service Pension Board of Trustees. He participated in the negotiations that led to joint trusteeship of the Public Service Pension Plan in 2001, becoming a trustee that same year. He has been the vice chair of the Public Service Pension Board of Trustees from 2007–2010 and since January 2011.

Gary Yee

Gary was appointed to the board in 2015 by the Municipal Pension Board of Trustees. He has been a national representative for the Canadian Union of Public Employees (CUPE) since 1997. Currently, Gary is the pension coordinator and airline coordinator in British Columbia. He is the staff advisor to the CUPE BC Pension Committee, a representative on the Municipal Employees Pension Committee (MEPC) and chair of the Municipal Employee's Pension Advisory Committee. Gary was appointed to the Municipal Pension Board of Trustees in January 2014 by MEPC.
